I want to create my own online shopping site . In order to become a gateway provider, you need partnerships with an acquiring bank and an issuing bank. Issuing banks issue payment cards, while acquirers issue merchant accounts (underwrite new merchants). Both types of banks are connected to card networks, i.e. Visa and MasterCard. They also assume the risk of dealing with different kinds of fraud: either consumer fraud (associated with a cardholder) or merchant fraud (associated with a merchant that processes transactions).
Consequently, the first “tier” of problems in your situation is related to search of an acquiring partner (a lot of businesses want to become online merchants, gateway service providers, PSPs, orPayFacs, without having established acquiring relationships). It is through acquirer that a business gets connected to payment card associations (Visa, MC).
The second “tier” of issues is specific to entities, such as yours, that already have POS terminals and want to accept online payments. In order to accept them you need to contact the entity that gave you the POS terminals. Potentially, this entity might give you the opportunity to process transactions online.
1)If the entity does not want to take the risk, associated with online transaction processing, you are unable to influence the situation.
2)Under another scenario the entity (POS terminal provider) might be willing to allow you to process online transactions, but it is unable to organize the process from technical viewpoint.
In the US there are acquirers and gateways that work solely with CNP transactions, and, consequently, they do not provide terminals.
In your case it looks like the opposite situation. You have the POS terminals, but the POS provider cannot process online payments.
1)In order to be able to process online payments, you might have to integrate with the POS provider’s payment switch (that connects it to VisaMC associationsnetworks). In most cases, the switch uses ISO 8583 specifications.
2)If there is no opportunity for such itnegration, there might be other options. When transactions are accepted by the terminal, they are sent to the pryment switch using some particular transaction data format. Online transactions, in this context, are equivalent to manual-input transactions accepted by the terminal (so-called, keyed entry, without data exchange with magnetic stripe or EMV chip). Potentially, in this case, your website can emulate keyed entry of payment data into terminals. On European cards this may result in large percentage of declines (transaction is going to be performed without card security code) However, for the local-currency market, the solution might be suitable.
3) Still another option (when no physical are involved) is to use the protocols used by ATM machines. When these machines need to proceess Visa/MC transactions, they still go through the general network.
4) Finally, the online website can emulate cash withdrawal through ATM terminal. In case of foreign currencies, this may result in transaction declines, while in case of local currency, cards, and banks, the option might be acceptable, because the decision to approve or decline transactions depends on the issuing bank. A US the issuing bank will, most probably decline the described transactions, because a lot of verification procedures are involved, but in case of a local bank the scenario might prove acceptable.
