My scenario is as followed:
– I’ve built a unique financial product that I want to offer to banks. This financial product would be tied to a credit card that I want to offer to banks. These banks extend loans to their clients, but I would offer the credit card product that would use transact the funds from the loan. What exact type of solution do I need to develop on my end?

A payment facilitator is, usually, an entity that services a portfolio of sub-merchants on behalf of an acquiring bank. This is not exactly your scenario.
If you handle credit cards, you might fall within PCI scope and have to follow PCI compliance requirements.
Particular details of your partnership with the target issuing bank will depend on specifications you get from this bank. Most probably, the bank will require you to go through some sort of certification with your solution.
So, it would be better to have the bank’s representative/consultant assigned to your project.
