I would like to know whether it is the bank or the card manufacturer (i.e. Gemalto) who is responsible for coding the card that the final customer holding a bank account or a credit card receives when the card is mailed to his address.

Although coding of payment cards is not within the scope of United Thinkers key activities, as far as I understand, generating of security codes, usually, falls within the responsibility of the respective card brand (CVV – Visa, CVC – MasterCard, etc). Moreover, advanced payment method providers (ApplePay and others) are also responsible for their respective security codes. Most probably, with Gemalto the case is the same, however the best way to know for sure is to ask the card brand (card manufacturer) representative.
If you are interested in card numbers, most digits in them denominate card brand, card type (debit/credit etc), and other classification criteria, and are also controlled by card brands. Lots of information on card numbers and cardholders’ behavior can be found in the respective BIN files.
